Parameter-efficient tuning aims to mitigate the large memory requirements of adapting pretrained language models for downstream tasks. For example, one popular method, prefix-tuning, prepends trainable tokens to sequences while freezing the rest of the model's parameters. Although such models attain comparable performance with fine-tuning when applied to sequences with short to moderate lengths, we show their inferior performance when modelling long sequences. To bridge this gap, we propose prefix-propagation, a simple but effective approach that conditions prefixes on previous hidden states. We empirically demonstrate that prefix-propagation outperforms prefix-tuning across long-document tasks, while using 50% fewer parameters. To further investigate the proposed architecture, we also show its advantage in calibration, and perform additional study on its relationship with kernel attention. To the best of our knowledge, this work is the first to focus on parameter-efficient learning for long-sequence language tasks.

Prefix Propagation: Parameter-Efficient Tuning for Long Sequences

Seeking legal advice is often expensive. Recent advancements in machine learning for solving complex problems can be leveraged to help make legal services more accessible to the public. However, real-life applications encounter significant challenges. State-of-the-art language models are growing increasingly large, making parameter-efficient learning increasingly important. Unfortunately, parameter-efficient methods perform poorly with small amounts of data, which are common in the legal domain (where data labelling costs are high). To address these challenges, we propose parameter-efficient legal domain adaptation, which uses vast unsupervised legal data from public legal forums to perform legal pre-training. This method exceeds or matches the fewshot performance of existing models such as LEGAL-BERT on various legal tasks while tuning only approximately 0.1\% of model parameters. Additionally, we show that our method can achieve calibration comparable to existing methods across several tasks. To the best of our knowledge, this work is among the first to explore parameter-efficient methods of tuning language models in the legal domain.

Parameter-Efficient Legal Domain Adaptation

The Natural Language Processing (NLP) community has, in recent years, demonstrated a notable focus on improving higher scores on standard benchmarks and taking the lead on community-wide leaderboards (e.g., GLUE, SentEval). While this aspiration has led to improvements in benchmark performance of (predominantly neural) models, it has also came at a cost, i.e., increased model complexity and the ever-growing amount of computational resources required for training and using the current state-of-the-art models. Moreover, the recent research efforts have, for the most part, failed to identify sources of empirical gains in models, often failing to empirically justify the model complexity beyond benchmark performance

Because of these easily observable trends, we have proposed the SustaiNLP workshop with the goal of promoting more sustainable NLP research and practices, with two main objectives: (1) encouraging development of more efficient NLP models; and (2) providing simpler architectures and empirical justification of model complexity. For both aspects, we will encourage submissions from all topical areas of NLP.

 The conference will be held in Toronto, Canada, July 9-14, 2023. 
Following the succession of the recent conferences in our field, ACL 2023 will adopt a hybrid format.
While the impact of Covid has considerably diminished in terms of traveling, obtaining visas to Canada
entails a very long process. Moreover, the global economic conditions pose challenges for many individuals to travel to conferences. Recognizing these circumstances, we know many participants may not be
able to attend the conference in person. Therefore, we are committed to providing a great virtual platform
so everyone has the opportunity to interact with other participants and enjoy the conference. Based on the
current registered participants, approxiately 30% have chosen to attend the conference virtually. Whether
you join us in person or virtually, we sincerely hope everyone has a remarkable conference experience.

W21 (NLLP) The Fourth Workshop on Natural Legal Language Processing

## Welcome to EMNLP 2022!
I am delighted to welcome you to EMNLP 2022! I believe this conference has been complicated beyond any precedent. Over the past year, it’s been thrilling to see the organization team approach each new puzzle with creativity and enthusiasm. We hope that those participating in Abu Dhabi as well as those joining remotely will leave the conference feeling newly inspired by the program and newly connected to our ever-growing community. Following EMNLP 2021 and major NLP conferences since, EMNLP 2022 is “hybrid,” serving both virtual and in-person participants.

Our key innovations for EMNLP 2022 include:

* EMNLP 2022 is “hybrid” in a second sense, as well: we allowed both direct and rolling review paper submissions, building on the pilot experiment of EMNLP 2021, which considered a small number of ARR submissions. 
* Familiar from NAACL but new to EMNLP, we’ve added an industry track.
* During the conference, “portals” will link virtual poster sessions to in-person conference participants during poster sessions each day.
* The first ACL-family conference in the United Arab Emirates.
