We address a notable gap in Natural Language Processing (NLP) by introducing a collection of resources designed to improve Machine Translation (MT) for low-resource languages, with a specific focus on African languages. First, We introduce two language models (LMs), Cheetah-1.2B and Cheetah-3.7B, with 1.2 billion and 3.7 billion parameters respectively. Next, we finetune the aforementioned models to create Toucan, an Afrocentric machine translation model designed to support 156 African language pairs. To evaluate Toucan, we carefully develop an extensive machine translation benchmark, dubbed Afro-Lingu-MT, tailored for evaluating machine translation. Toucan significantly outperforms other models, showcasing its remarkable performance on MT for African languages. Finally, we train a new model, spBLEU-1K, to enhance translation evaluation metrics, covering 1K languages, including 
African languages. This work aims to advance the field of NLP, fostering cross-cultural understanding and knowledge exchange, particularly in regions with limited language resources such as Africa.

Toucan: Many-to-Many Translation for 150 African Language Pairs

Low-resource African languages pose unique challenges for natural language processing (NLP) tasks, including natural language generation (NLG). In this paper, we develop Cheetah, a massively multilingual NLG language model for African languages. Cheetah supports 517 African languages and language varieties, allowing us to address the scarcity of NLG resources and provide a solution to foster linguistic diversity. We demonstrate the effectiveness of Cheetah through comprehensive evaluations across six generation downstream tasks. In five of the six tasks, Cheetah significantly outperforms other models, showcasing its remarkable performance for generating coherent and contextually appropriate text in a wide range of African languages. We additionally conduct a detailed human evaluation to delve deeper into the linguistic capabilities of Cheetah. The findings of this study contribute to advancing NLP research in low-resource settings, enabling greater accessibility and inclusion for African languages in a rapidly expanding digital landscape. We will publicly release our models for research.

Cheetah: Natural Language Generation for 517 African Languages

We investigate two research questions: (1) how do machine translation (MT) and diacritization influence the performance of each other in a multi-task learning setting (2) the effect of keeping (vs. removing) diacritics on MT performance. We examine these two questions in both high-resource (HR) and low-resource (LR) settings across 55 different languages (36 African languages and 19 European languages). For (1), results show that diacritization significantly benefits MT in the LR scenario, doubling or even tripling performance for some languages, but harms MT in the HR scenario. We find that MT harms diacritization in LR but benefits significantly in HR for some languages. For (2), MT performance is similar regardless of diacritics being kept or removed. In addition, we propose two classes of metrics to measure the complexity of a diacritical system, finding these metrics to correlate positively with the performance of our diacritization models. Overall, our work provides insights for developing MT and diacritization systems under different data size conditions and may have implications that generalize beyond the 55 languages we investigate.

Interplay of Machine Translation, Diacritics, and Diacritization

ChatGPT has recently emerged as a powerful NLP tool that can carry out a variety of tasks. However, the range of languages ChatGPT can handle remains largely a mystery. To uncover which languages ChatGPT 'knows', we investigate its language identification (LID) abilities. For this purpose, we compile Babel-670, a benchmark comprising $670$ languages representing $23$ language families spoken in five continents. Languages in Babel-670 run the gamut from the very high-resource to the very low-resource. We then study ChatGPT's (both GPT-3.5 and GPT-4) ability to (i) identify language names and language codes (ii) under zero- and few-shot conditions (iii) with and without provision of a label set. When compared to smaller finetuned LID tools, we find that ChatGPT lags behind. For example, it has poor performance on African languages. We conclude that current large language models would benefit from further development before they can sufficiently serve diverse communities.

Fumbling in Babel: An Investigation into ChatGPT’s Language Identification Ability

Multilingual pretrained language models (mPLMs) acquire valuable, generalizable linguistic information during pretraining and have advanced the state of the art on task-specific finetuning. To date, only ~31 out of ~2,000 African languages are covered in existing language models. We ameliorate this limitation by developing SERENGETI, a set of massively multilingual language model that covers 517 African languages and language varieties. We evaluate our novel models on eight natural language understanding tasks across 20 datasets, comparing to 4 mPLMs that cover 4-23 African languages. SERENGETI outperforms other models on 11 datasets across the eights tasks, achieving 82.27 average F_1. We also perform analyses of errors from our models, which allows us to investigate the influence of language genealogy and linguistic similarity when the models are applied under zero-shot settings. SERENGETI: Massively Multilingual Language Models for Africa

Language identification (LID) is a crucial precursor for NLP, especially for mining web data. Problematically, most of the world's 7000+ languages today are not covered by LID technologies. We address this pressing issue for Africa by introducing AfroLID, a neural LID toolkit for 517 African languages and varieties. AfroLID exploits a multi-domain web dataset manually curated from across 14 language families utilizing five orthographic systems. When evaluated on our blind Test set, AfroLID achieves 95.89 F_1-score. We also compare AfroLID to five existing LID tools that each cover a small number of African languages, finding it to outperform them on most languages. We further show the utility of AfroLID in the wild by testing it on the acutely under-served Twitter domain. Finally, we offer a number of controlled case studies and perform a linguistically-motivated error analysis that allow us to both showcase AfroLID's powerful capabilities and limitations\footnote{AfroLID is publicly available at \href{https://github.com/UBC-NLP/afrolid}{https://github.com/UBC-NLP/afrolid}.

AfroLID: A Neural Language Identification Tool for African Languages

Translating between languages where certain features are marked morphologically in one but absent or marked contextually in the other is an important test case for machine translation. When translating into English which marks (in)definiteness morphologically, from Yorùbá which uses bare nouns but marks these features
contextually, ambiguities arise. In this work, we perform fine-grained analysis on how an SMT system compares with two NMT systems (BiLSTM and Transformer) when translating bare nouns in Yorùbá into English. We investigate how and to what extent the systems identify BNs, correctly translate them, and compare with human translation patterns. We also analyze the type of errors each model makes and
provide a linguistic description of these errors. We glean insights for evaluating model performance in low-resource settings. In translating bare nouns, our results show the transformer model outperfoms the SMT and BiLSTM models for 4 categories, the BiLSTM outperforms the SMT model for 3 categories while the SMT
outperforms the NMT models for 1 category.

Linguistically-Motivated Yorùbá-English Machine Translation

Aligning with ACL 2022 special Theme on "Language Diversity: from Low Resource to Endangered Languages", we discuss the major linguistic and sociopolitical challenges facing development of NLP technologies for African languages. Situating African languages in a typological framework, we discuss how the particulars of these languages can be harnessed. To facilitate future research, we also highlight current efforts, communities, venues, datasets, and tools. Our main objective is to motivate and advocate for an Afrocentric approach to technology development. With this in mind, we recommend \textit{what} technologies to build and \textit{how} to build, evaluate, and deploy them based on the needs of local African communities.

Towards Afrocentric NLP for African Languages: Where We Are and Where We Can Go

We investigate transfer learning based on pre-trained neural machine translation models to translate between (low-resource) similar languages. This work is part of our contribution to the WMT 2021 Similar Languages Translation Shared Task where we submitted models for different language pairs, including French-Bambara, Spanish-Catalan, and Spanish-Portuguese in both directions. Our models for Catalan-Spanish (82.79 BLEU)and Portuguese-Spanish (87.11 BLEU) rank top 1 in the official shared task evaluation, and we are the only team to submit models for the French-Bambara pairs.

## Welcome to 2024 Annual Conference of the North American Chapter of the Association for Computational Linguistics!
This year, the conference is in Mexico City. NAACL was actually already planned for Mexico City in 2021, but due to the pandemic the entire conference was moved online. This year, finally, we get to go! So it is my sincere pleasure to welcome you to Mexico City, whether in person or virtually. Having the conference in Mexico City is a good opportunity to emphasize that NAACL is our flagship conference for ACL members not only in North America but also in Central and South America, even though NAACL has been bearing “North” in its name. At this year’s conference, we have a theme to match, with a theme track on the Languages of Latin America to showcase the linguistic diversity of the region.
 
The opportunity to present at NAACL should not depend on a researcher’s travel budget, or their family status. This is why it is so important to make virtual participation at NAACL as good an experience as possible – but we want to also provide a good experience for in-person participants. As a community, we are still working out the best way to do that. This year at NAACL, we are trying out a big virtual poster session ahead of the conference, with the hope that this will make make for a lively and interactive experience. At the same time, we are reducing virtual oral presentations, which seem to be particularly tricky to make to work well. A big thanks to the NAACL program chairs and to Luciana Benotti for all their ideas and work to improve the virtual experience. And participants, virtual as well as in-person: Please let us know what worked for you and what didn’t, so we can continue to improve hybrid conferences. 
 
I have been lucky to work with many amazing people. Without their insight, dedication and patience, and without the many hours of work they put in, NAACL would not have been possible. A huge thank you to the program chairs Helena Gomez, Kevin Duh, and Steve Bethard – you are the best!

 The conference will be held in Toronto, Canada, July 9-14, 2023. 
Following the succession of the recent conferences in our field, ACL 2023 will adopt a hybrid format.
While the impact of Covid has considerably diminished in terms of traveling, obtaining visas to Canada
entails a very long process. Moreover, the global economic conditions pose challenges for many individuals to travel to conferences. Recognizing these circumstances, we know many participants may not be
able to attend the conference in person. Therefore, we are committed to providing a great virtual platform
so everyone has the opportunity to interact with other participants and enjoy the conference. Based on the
current registered participants, approxiately 30% have chosen to attend the conference virtually. Whether
you join us in person or virtually, we sincerely hope everyone has a remarkable conference experience.

## Welcome to EMNLP 2022!
I am delighted to welcome you to EMNLP 2022! I believe this conference has been complicated beyond any precedent. Over the past year, it’s been thrilling to see the organization team approach each new puzzle with creativity and enthusiasm. We hope that those participating in Abu Dhabi as well as those joining remotely will leave the conference feeling newly inspired by the program and newly connected to our ever-growing community. Following EMNLP 2021 and major NLP conferences since, EMNLP 2022 is “hybrid,” serving both virtual and in-person participants.

Our key innovations for EMNLP 2022 include:

* EMNLP 2022 is “hybrid” in a second sense, as well: we allowed both direct and rolling review paper submissions, building on the pilot experiment of EMNLP 2021, which considered a small number of ARR submissions. 
* Familiar from NAACL but new to EMNLP, we’ve added an industry track.
* During the conference, “portals” will link virtual poster sessions to in-person conference participants during poster sessions each day.
* The first ACL-family conference in the United Arab Emirates.

**COLING**, the International Conference on Computational Linguistics, is one of the premier conferences for the natural language processing and computational linguistics.

First established in 1965, the biennial COLING conference is held in diverse parts of the globe and attracts participants from both top-ranked research centers and emerging countries. Today, the most important developments in our field are taking place not only in universities and academic research institutes but also in industrial research departments including tech-startups. COLING provides opportunities for all these communities to showcase their exciting discovery.

In fall of 2022, COLING will be held in Gyeongju in a hybrid format. All participants can either present at the venue site or join virtually. As more people get vaccinated, we are happy to provide safer environments for our colleagues. We believe that COLING 2022 will be one of the conferences, free from the pandemic. # Welcome everyone to ACL 2022!

The 60th Annual Meeting of the Association for Computational Linguistics is taking place May 22-27, 2022 as a hybrid event, in Dublin and online. We are happy to welcome all of you to this anniversary edition with an almost 50-50 in-person and virtual participation. 
The main conference program features oral presentations, in-person and virtual posters and demo sessions, a plenary session for our best paper presentations and awards, three amazing keynote events and two new initiatives of invited talks: Spotlight Talks for Young Rising Stars (STIRS) and The Next Big Idea Talks. Posters (including Findings of ACL 2022) and demos are grouped by areas for both the in-person and the virtual sessions. For the virtual component, the talks will be on Zoom and the posters and the demos will be in GatherTown. The Student Research Workshop will have an oral session and a poster session as part of Poster Session 1. The program also features eight Tutorials and 28 Workshops.

EMNLP 2021 is planned to be a hybrid event in Punta Cana, Dominican Republic, with both on-site and fully virtual participation possible. The experience for on-site participants would closely approximate a normal pre-COVID *ACL conference, with 5-6 thematically organized parallel sessions and live Q/A and interactive discussion immediately after the talks. Presentations by virtual participants will be equitably interleaved with those of on-site participants, projected on the auditorium screens as if on-site, and also followed immediately by live Q/A and interactive discussion at a time during reasonable waking hours for the virtual presenter. For all participants, on-site and virtual, who are unable to attend a session due to either time-zone issues or because they are participating in another session live, talk recordings and slides will be available online at a minimum after the live presentation (and in many cases before as well), and questions may be submitted in advance on session-specific discussion boards and answered live in session with the usual visual aids if desired.
