We present an effective recipe to train strong long-context LLMs that are capable of utilizing massive context windows of up to 32,000 tokens. Our models are built through continual pretraining from Llama 2 checkpoints with longer text sequences and on a dataset where long texts are upsampled. We perform extensive evaluation using language modeling, synthetic context probing tasks, and a wide range of downstream benchmarks. Across all evaluations, our models achieve consistent improvements on most regular-context tasks and significant improvements on long-context tasks over Llama 2. Moreover, with a cost-effective instruction tuning procedure that is free of expensive annotation, the presented models can already surpass $\texttt{gpt-3.5-turbo-16k}$'s overall performance on long-context benchmarks. Alongside these results, we provide an in-depth analysis on each individual component of our method. We delve into Llama's position encodings and discuss its key limitation in modeling long data. We examine the impact of various design choices in the pretraining process, including the data mix and the training curriculum of sequence lengths -- ablation results suggest that having abundant long texts in the pretrain dataset is $\textit{not}$ the key to achieving strong performance, and we empirically verify that long context continual pretraining is more efficient and similarly effective compared to pretraining from scratch with long sequences.

Effective Long-Context Scaling of Foundation Models

Machine Translation (MT) has been widely used for cross-lingual classification, either by translating the test set into English and running inference with a monolingual model (translate-test), or translating the training set into the target languages and finetuning a multilingual model (translate-train). However, most research in the area focuses on the multilingual models rather than the MT component. We show that, by using a stronger MT system and mitigating the mismatch between training on original text and running inference on machine translated text, translate-test can do substantially better than previously assumed. The optimal approach, however, is highly task dependent, as we identify various sources of cross-lingual transfer gap that affect different tasks and approaches differently. Our work calls into question the dominance of multilingual models for cross-lingual classification, and prompts to pay more attention to MT-based baselines.

Revisiting Machine Translation for Cross-lingual Classification

Multi-task learning with an unbalanced data distribution skews model learning towards high resource tasks, especially when model capacity is fixed and fully shared across all tasks. Sparse scaling architectures, such as BASELayers, provide flexible mechanisms for different tasks to have a variable number of parameters, which can be useful to counterbalance skewed data distributions. We find that that sparse architectures for multilingual machine translation can perform poorly out of the box and propose two straightforward techniques to mitigate this — a temperature heating mechanism and dense pre-training. Overall, these methods improve performance on two multilingual translation benchmarks compared to standard BASELayers and Dense scaling baselines, and in combination, more than 2x model convergence speed.

Tricks for Training Sparse Translation Models

Recent advances in the pre-training of language models leverage large-scale datasets to create multilingual models. However, low-resource languages are mostly left out in these datasets. This is primarily because many widely spoken languages are not well represented on the web and therefore excluded from the large-scale crawls used to create datasets. Furthermore, downstream users of these models are restricted to the selection of languages originally chosen for pre-training. This work investigates how to optimally leverage existing pre-trained models to create low-resource translation systems for 16 African languages. We focus on two questions: 1) How can pre-trained models be used for languages not included in the initial pre-training? and 2) How can the resulting translation models effectively transfer to new domains? To answer these questions, we create a new African news corpus covering 16 languages, of which eight languages are not part of any existing evaluation dataset. We demonstrate that the most effective strategy for transferring both to additional languages and to additional domains is to fine-tune large pre-trained models on small quantities of high-quality translation data.

A Few Thousand Translations Go a Long Way! Leveraging Pre-trained Models for African News Translation

Pretrained multilingual models are able to perform cross-lingual transfer in a zero-shot setting, even for languages unseen during pretraining. However, prior work evaluating performance on unseen languages has largely been limited to low-level, syntactic tasks, and it remains unclear if zero-shot learning of high-level, semantic tasks is possible for unseen languages. To explore this question, we present AmericasNLI, an extension of XNLI (Conneau et al., 2018) to 10 Indigenous languages of the Americas. We conduct experiments with XLM-R, testing multiple zero-shot and translation-based approaches. Additionally, we explore model adaptation via continued pretraining and provide an analysis of the dataset by considering hypothesis-only models. We find that XLM-R's zero-shot performance is poor for all 10 languages, with an average performance of 38.48%. Continued pretraining offers improvements, with an average accuracy of 43.85%. Surprisingly, training on poorly translated data by far outperforms all other methods with an accuracy of 49.12%.

AmericasNLI: Evaluating Zero-shot Natural Language Understanding of Pretrained Multilingual Models in Truly Low-resource Languages

One of the biggest challenges hindering progress in low-resource and multilingual
machine translation is the lack of good evaluation benchmarks. Current evaluation benchmarks either lack good coverage of lowresource languages, consider only restricted domains, or are low quality because they are constructed using semi-automatic procedures. In this work, we introduce the FLORES-101 evaluation benchmark, consisting of 3001 sentences extracted from English Wikipedia and covering a variety of different topics and domains. These sentences have been translated in 101 languages by professional translators through a carefully controlled process. The resulting dataset enables better assessment of model quality on the long tail of low-resource languages, including the evaluation of many-to-many multilingual translation systems, as all translations are fully aligned. By publicly releasing such a high-quality and high-coverage dataset, we hope to foster progress in the machine translation community and beyond.

## Welcome to 2024 Annual Conference of the North American Chapter of the Association for Computational Linguistics!
This year, the conference is in Mexico City. NAACL was actually already planned for Mexico City in 2021, but due to the pandemic the entire conference was moved online. This year, finally, we get to go! So it is my sincere pleasure to welcome you to Mexico City, whether in person or virtually. Having the conference in Mexico City is a good opportunity to emphasize that NAACL is our flagship conference for ACL members not only in North America but also in Central and South America, even though NAACL has been bearing “North” in its name. At this year’s conference, we have a theme to match, with a theme track on the Languages of Latin America to showcase the linguistic diversity of the region.
 
The opportunity to present at NAACL should not depend on a researcher’s travel budget, or their family status. This is why it is so important to make virtual participation at NAACL as good an experience as possible – but we want to also provide a good experience for in-person participants. As a community, we are still working out the best way to do that. This year at NAACL, we are trying out a big virtual poster session ahead of the conference, with the hope that this will make make for a lively and interactive experience. At the same time, we are reducing virtual oral presentations, which seem to be particularly tricky to make to work well. A big thanks to the NAACL program chairs and to Luciana Benotti for all their ideas and work to improve the virtual experience. And participants, virtual as well as in-person: Please let us know what worked for you and what didn’t, so we can continue to improve hybrid conferences.

# Welcome everyone to ACL 2022!

The 60th Annual Meeting of the Association for Computational Linguistics is taking place May 22-27, 2022 as a hybrid event, in Dublin and online. We are happy to welcome all of you to this anniversary edition with an almost 50-50 in-person and virtual participation. 
The main conference program features oral presentations, in-person and virtual posters and demo sessions, a plenary session for our best paper presentations and awards, three amazing keynote events and two new initiatives of invited talks: Spotlight Talks for Young Rising Stars (STIRS) and The Next Big Idea Talks.
