Dialogue policies play a crucial role in developing task-oriented dialogue systems, yet their development and maintenance are challenging and typically require substantial effort from experts in dialogue modeling. While in many situations, large amounts of conversational data are available for the task at hand, people lack an effective solution able to extract dialogue policies from this data. In this paper, we address this gap by first illustrating how Large Language Models (LLMs) can be instrumental in extracting dialogue policies from datasets, through the conversion of conversations into a unified intermediate representation consisting of canonical forms. We then propose a novel method for generating dialogue policies utilizing a controllable and interpretable graph-based methodology. By combining canonical forms across conversations into a flow network, we find that running graph traversal algorithms helps in extracting dialogue flows. These flows are a better representation of the underlying interactions than flows extracted by prompting LLMs. Our technique focuses on giving conversation designers greater control, offering a productivity tool to improve the process of developing dialogue policies.

Unsupervised Extraction of Dialogue Policies from Conversations

Recent advancements in instruction-tuning datasets have predominantly focused on specific tasks like mathematical or logical reasoning. There has been a notable gap in data designed for aligning language models to maintain topic relevance in conversations - a critical aspect for deploying chatbots to production. We introduce the CantTalkAboutThis dataset to help language models remain focused on the subject at hand during task-oriented interactions. It consists of synthetic dialogues on a wide range of conversation topics from different domains. These dialogues are interspersed with distractor turns that intentionally divert the chatbot from the predefined topic. Fine-tuning language models on this dataset helps make them resilient to deviating from the assigned role and improves their ability to maintain topical coherence compared to general-purpose instruction-tuned LLMs like gpt-4-turbo and Mixtral-Instruct. Additionally, preliminary observations suggest that training models on this dataset also enhance their performance on fine-grained instruction following tasks, including safety alignment.

CantTalkAboutThis: Aligning Language Models to Stay on Topic in Dialogues

Existing open-source helpfulness preference datasets do not specify what makes some responses more helpful and others less so. Models trained on these datasets can incidentally learn to model dataset artifacts (e.g. preferring longer but unhelpful responses only due to their length). To alleviate this problem, we collect HelpSteer, a multi-attribute helpfulness dataset annotated for the various aspects that make responses helpful. Specifically, our 37k-sample dataset has annotations for correctness, coherence, complexity, and verbosity in addition to overall helpfulness of responses. Training Llama 2 70B using the HelpSteer dataset with SteerLM technique produces a model that scores 7.54 on MT Bench, which is currently the highest score for open models that do not require training data from more powerful models (e.g. GPT-4). HelpSteer: Multi-attribute Helpfulness Dataset for SteerLM

Compressing large language models (LLMs), often consisting of billions of parameters, provides faster inference, smaller memory footprints, and enables local deployment. 
The standard compression techniques are pruning and quantization, with the former eliminating redundant connections in model layers and the latter representing model parameters with as little as 4 bits. The key tradeoff is between the degree of compression and the impact on the quality of the compressed model. Existing research on LLM compression primarily focuses on performance in terms of general metrics like perplexity or downstream task accuracy. More fine-grained metrics, such as those measuring parametric knowledge, remain significantly underexplored. To help bridge this gap, we present a comprehensive analysis across multiple model families using the LAMA and LM-Harness benchmarks in order to systematically quantify the effect of commonly employed compression techniques on model performance. A particular focus is on tradeoffs involving parametric knowledge, with the goal of providing practitioners with practical insights to make informed decisions on compression.

The Cost of Compression: Investigating the Impact of Compression on Parametric Knowledge in Language Models

Model alignment with human preferences is an essential step in making Large Language Models (LLMs) helpful and consistent with human values. It typically consists of supervised fine-tuning (SFT) and reinforcement learning from human feedback (RLHF) stages. However, RLHF faces inherent limitations stemming from a complex training setup and its tendency to align the model with implicit values that end users cannot control at run-time. Moreover, reward models in RLHF stage commonly rely on single-dimensional feedback as opposed to explicit, multifaceted signals that indicate attributes such as helpfulness, humor, and toxicity. To address these limitations, we propose SteerLM, a supervised fine-tuning method that empowers end-users to control responses during inference. SteerLM conditions responses to conform to an explicitly defined multi-dimensional set of attributes, thereby empowering a steerable AI capable of generating helpful and high-quality responses while maintaining customizability. Experiments show that SteerLM trained on open source datasets generates responses that are preferred by human and automatic evaluators to many state-of-the-art baselines trained with RLHF while being much easier to train. SteerLM: Attribute Conditioned SFT as an (User-Steerable) Alternative to RLHF

Recent generative approaches for multi-hop question answering (QA) utilize the fusion-in-decoder method to generate a single sequence output which includes both a final answer and a reasoning path taken to arrive at that answer, such as passage titles and key facts from those passages. While such models can lead to better interpretability and high quantitative scores, they often have difficulty accurately identifying the passages corresponding to key entities in the context, resulting in incorrect passage hops and a lack of faithfulness in the reasoning path. To address this, we propose a single-sequence prediction method over a local reasoning graph that integrates a graph structure connecting key entities in each context passage to relevant subsequent passages for each question. We use a graph neural network to encode this graph structure and fuse the resulting representations into the entity representations of the model. Our experiments show significant improvements in answer exact-match/F1 scores and faithfulness of grounding in the reasoning path on the HotpotQA dataset and achieve state-of-the-art numbers on the Musique dataset with only up to a 4% increase in model parameters.

Single Sequence Prediction over Reasoning Graphs for Multi-hop QA

Subword tokenization schemes are the dominant technique used in current NLP models. However, such schemes can be rigid and tokenizers built on one corpus may not adapt well to other parallel corpora. It has also been observed that in multilingual corpora, subword tokenization schemes oversegment low-resource languages, leading to a drop in translation performance. An alternative to subword tokenizers is byte-based tokenization, i.e., tokenization into byte sequences using the UTF-8 encoding scheme. Byte tokens often represent inputs at a sub-character granularity, i.e., one character can be represented by a span of byte tokens. This results in much longer byte sequences that are hard to interpret without aggregating local information from multiple byte tokens. In this paper, we propose a Local Byte Fusion (LOBEF) method for byte-based machine translation---utilizing byte n-gram and word boundaries---to aggregate local semantic information. Extensive experiments on multilingual translation, zero-shot cross-lingual transfer, and domain adaptation reveal a consistent improvement over vanilla byte-based models. Further analysis also indicates that our byte-based models are parameter-efficient and perform competitive to subword models.

Local Byte Fusion for Neural Machine Translation

Conversation designers continue to face significant obstacles when creating productionquality task-oriented dialogue systems. The complexity and cost involved in schema development and data collection is often a major barrier for such designers, limiting their ability to create natural, user-friendly experiences. We frame the classification of user intent as the generation of a canonical form, a lightweight semantic representation using natural language. We show that canonical forms offer a promising alternative to traditional methods for intent classification. By tuning soft prompts for a frozen large language model, we show that canonical forms generalize very well to new, unseen domains in a zero- or few-shot setting. The method is also sample-efficient, reducing the complexity and effort of developing new task-oriented dialogue domains.

## Welcome to 2024 Annual Conference of the North American Chapter of the Association for Computational Linguistics!
This year, the conference is in Mexico City. NAACL was actually already planned for Mexico City in 2021, but due to the pandemic the entire conference was moved online. This year, finally, we get to go! So it is my sincere pleasure to welcome you to Mexico City, whether in person or virtually. Having the conference in Mexico City is a good opportunity to emphasize that NAACL is our flagship conference for ACL members not only in North America but also in Central and South America, even though NAACL has been bearing “North” in its name. At this year’s conference, we have a theme to match, with a theme track on the Languages of Latin America to showcase the linguistic diversity of the region.
 
The opportunity to present at NAACL should not depend on a researcher’s travel budget, or their family status. This is why it is so important to make virtual participation at NAACL as good an experience as possible – but we want to also provide a good experience for in-person participants. As a community, we are still working out the best way to do that. This year at NAACL, we are trying out a big virtual poster session ahead of the conference, with the hope that this will make make for a lively and interactive experience. At the same time, we are reducing virtual oral presentations, which seem to be particularly tricky to make to work well. A big thanks to the NAACL program chairs and to Luciana Benotti for all their ideas and work to improve the virtual experience. And participants, virtual as well as in-person: Please let us know what worked for you and what didn’t, so we can continue to improve hybrid conferences. 
 
I have been lucky to work with many amazing people. Without their insight, dedication and patience, and without the many hours of work they put in, NAACL would not have been possible. A huge thank you to the program chairs Helena Gomez, Kevin Duh, and Steve Bethard – you are the best!

### Welcome to ACL 2023, the 61st Annual Meeting of the Association for Computational Linguistics! 
 The conference will be held in Toronto, Canada, July 9-14, 2023. 
Following the succession of the recent conferences in our field, ACL 2023 will adopt a hybrid format.
While the impact of Covid has considerably diminished in terms of traveling, obtaining visas to Canada
entails a very long process. Moreover, the global economic conditions pose challenges for many individuals to travel to conferences. Recognizing these circumstances, we know many participants may not be
able to attend the conference in person. Therefore, we are committed to providing a great virtual platform
so everyone has the opportunity to interact with other participants and enjoy the conference. Based on the
current registered participants, approxiately 30% have chosen to attend the conference virtually. Whether
you join us in person or virtually, we sincerely hope everyone has a remarkable conference experience.

## Welcome to EMNLP 2022!
I am delighted to welcome you to EMNLP 2022! I believe this conference has been complicated beyond any precedent. Over the past year, it’s been thrilling to see the organization team approach each new puzzle with creativity and enthusiasm. We hope that those participating in Abu Dhabi as well as those joining remotely will leave the conference feeling newly inspired by the program and newly connected to our ever-growing community. Following EMNLP 2021 and major NLP conferences since, EMNLP 2022 is “hybrid,” serving both virtual and in-person participants.

Our key innovations for EMNLP 2022 include:

* EMNLP 2022 is “hybrid” in a second sense, as well: we allowed both direct and rolling review paper submissions, building on the pilot experiment of EMNLP 2021, which considered a small number of ARR submissions. 
* Familiar from NAACL but new to EMNLP, we’ve added an industry track.
* During the conference, “portals” will link virtual poster sessions to in-person conference participants during poster sessions each day.
* The first ACL-family conference in the United Arab Emirates.
