Parameter-efficient fine-tuning methods (PEFTs) offer the promise of adapting large pre-trained models while only tuning a small number of parameters. They have been shown to be competitive with full model fine-tuning for many downstream tasks. However, prior work indicates that PEFTs may not work as well for machine translation (MT), and there is no comprehensive study showing when PEFTs work for MT. We conduct a comprehensive empirical study of PEFTs for MT, considering (1) various parameter budgets, (2) a diverse set of language-pairs, and (3) different pre-trained models. 
We find that 'adapters', in which small feed-forward networks are added after every layer, are indeed on par with full model fine-tuning when the parameter budget corresponds to 10% of total model parameters. Nevertheless, as the number of tuned parameters decreases, the performance of PEFTs decreases. The magnitude of this decrease depends on the language pair, with PEFTs particularly struggling for distantly related language-pairs. We find that using PEFTs with a larger pre-trained model outperforms full fine-tuning with a smaller model, and for smaller training data sizes, PEFTs outperform full fine-tuning for the same pre-trained model.

When does Parameter-Efficient Transfer Learning Work for Machine Translation?

Massively multilingual models are promising for transfer learning across tasks and languages. However, existing methods are unable to fully leverage training data when it is available in different task-language combinations. To exploit such heterogeneous supervision, we propose Hyper-X, a single hypernetwork that unifies multi-task and multilingual learning with efficient adaptation. It generates weights for adapter modules conditioned on both tasks and language embeddings. By learning to combine task and language-specific knowledge, our model enables zero-shot transfer for unseen languages and task-language combinations. Our experiments on a diverse set of languages demonstrate that Hyper-X achieves the best or competitive gain when a mixture of multiple resources is available, while on par with strong baseline in the standard scenario. Hyper-X is also considerably more efficient in terms of parameters and resources compared to methods that train separate adapters. Finally, Hyper-X consistently produces strong results in few-shot scenarios for new languages, showing the versatility of our approach beyond zero-shot transfer.

Hyper-X: A Unified Hypernetwork for Multi-Task Multilingual Transfer

This paper describes the methods behind the systems submitted by the University of Groningen for the WMT 2021 Unsupervised Machine Translation task for German--Lower Sorbian (DE--DSB): a high-resource language to a low-resource one. Our system uses a transformer encoder-decoder architecture in which we make three changes to the standard training procedure.
First, our training focuses on two languages at a time, contrasting with a wealth of research on multilingual systems. Second, we introduce a novel method for initializing the vocabulary of an unseen language, achieving improvements of 3.2 BLEU for DE->DSB and 4.0 BLEU for DSB->DE.Lastly, we experiment with the order in which offline and online back-translation are used to train an unsupervised system, finding that using online back-translation first works better for DE->DSB by 2.76 BLEU. Our submissions ranked first (tied with another team) for DSB->DE and third for DE->DSB.

Unsupervised Translation of German–Lower Sorbian: Exploring Training and Novel Transfer Methods on a Low-Resource Language

Identifying factors that make certain languages harder to model than others is essential to reach language equality in future Natural Language Processing technologies. Free-order case-marking languages, such as Russian, Latin or Tamil, have proved more challenging than fixed-order languages for the tasks of syntactic parsing and subject-verb agreement prediction. In this work, we investigate whether this class of languages is also more difficult to translate by state-of-the-art Neural Machine Translation models (NMT). Using a variety of synthetic languages and a newly introduced translation challenge set, we find that word order flexibility in the source language only leads to a very small loss of NMT quality, even though the core verb arguments become impossible to disambiguate in sentences without semantic cues. The latter issue is indeed solved by the addition of case marking. However, in medium- and low-resource settings, the overall NMT quality of fixed-order languages remains unmatched.

On the Difficulty of Translating Free-Order Case-Marking Languages

We consider the problem of multilingual unsupervised machine translation, translating to and from languages that only have monolingual data by using auxiliary parallel language pairs. For this problem the standard procedure so far to leverage the monolingual data is back-translation which is computationally costly and hard to tune. In this paper we propose instead to use denoising adapters, adapter layers with a denoising objective, on top of pre-trained mBART-50. In addition to the modularity and flexibility of such an approach we show that the resulting translations are on-par with back-translating as measured by BLEU, and furthermore it allows adding unseen languages incrementally.

## Welcome to EMNLP 2022!
I am delighted to welcome you to EMNLP 2022! I believe this conference has been complicated beyond any precedent. Over the past year, it’s been thrilling to see the organization team approach each new puzzle with creativity and enthusiasm. We hope that those participating in Abu Dhabi as well as those joining remotely will leave the conference feeling newly inspired by the program and newly connected to our ever-growing community. Following EMNLP 2021 and major NLP conferences since, EMNLP 2022 is “hybrid,” serving both virtual and in-person participants.

Our key innovations for EMNLP 2022 include:

* EMNLP 2022 is “hybrid” in a second sense, as well: we allowed both direct and rolling review paper submissions, building on the pilot experiment of EMNLP 2021, which considered a small number of ARR submissions. 
* Familiar from NAACL but new to EMNLP, we’ve added an industry track.
* During the conference, “portals” will link virtual poster sessions to in-person conference participants during poster sessions each day.
* The first ACL-family conference in the United Arab Emirates.

EMNLP 2021 is planned to be a hybrid event in Punta Cana, Dominican Republic, with both on-site and fully virtual participation possible. The experience for on-site participants would closely approximate a normal pre-COVID *ACL conference, with 5-6 thematically organized parallel sessions and live Q/A and interactive discussion immediately after the talks. Presentations by virtual participants will be equitably interleaved with those of on-site participants, projected on the auditorium screens as if on-site, and also followed immediately by live Q/A and interactive discussion at a time during reasonable waking hours for the virtual presenter. For all participants, on-site and virtual, who are unable to attend a session due to either time-zone issues or because they are participating in another session live, talk recordings and slides will be available online at a minimum after the live presentation (and in many cases before as well), and questions may be submitted in advance on session-specific discussion boards and answered live in session with the usual visual aids if desired.
